The bolt is part number 215331 - and is indeed 3/8" BSF x 1 9/32" and the seal is actually RTC3515 - Felt Seal.
You don't need a specialist supplier for either of them, that said I have used LR Fasteners for the Whitworth stuff for the Series I in the past and they are very good.
Paddocks sell the bolt for €0,35 each and the Seal for €0,29 each, Budget Parts here in Holland sell the same bolt for €0,79 each and the seal for €0,45 each.
Even the Dealerships sell both the Bolts and the Seals
